Open Distance and Flexible e-Learning (ODFeL)
In realisation of the fact that Technical and Vocation Education and Training (TVET) hold the key to Nigeria becoming technologically relevant and internationally competitive in the world market, the NBTE took the initiative to introduce the Open Distance and Flexible eLearning (ODFeL) in 2016 to widen access to tertiary education in view of the limited carrying capacity of tertiary institutions compared to the demand. To achieve this goal, the NBTE developed a National TVET Policy and Strategy on ODFeL in 2018 which guides the operation of the ODFeL.

The ODFeL is different in so many ways from the conventional or traditional method of delivering instructions. It is a learner centered in view of students being the focus of any educational system. Under this system, teaching and learning are characterised by separation of teacher and learner in time and or/space, the use of multimedia for delivery of instruction or instruction materials. It also involves a two-way communication and occasional face-to-face meeting for tutorials and learner teacher interaction.
ODFEL provides opportunities for different kind of learners such visual learners; auditory learners, kinesthetic learners, peer group learners etc who cannot or do not want to take part in classroom teaching at a particular institution on a full time basis to learn based on their peculiar need.
It makes it possible for secondary school graduates to enrol in TVET, and pursue much of their course without leaving their home area by means of Information and Communication Technology (ICT).
The NBTE for now approve a 70:30 method with lectures delivered online taking 70% while practicals and examination taken physically in the institutions having 30%.
So far, 40 Institutions have been approved to run ODFeL. They are:

Guidelines for Approval to Commence the Open Distance and Flexible e-Learning Programme (ODFeL) in TVET Institutions
Expression of Interest Letter: Institutions should write a Letter of Expression of Interest for the Open Distance and Flexible e-Learning Programme (ODFeL), addressed to the Executive Secretary, NBTE.
Audit Inspection: A team consisting of two (2) NBTE staff members and a Resource Person will conduct an audit inspection of facilities. During the visit, the following will be checked:
i. A robust Learning Management System (LMS)
ii. Active e-Library subscription
iii. High Speed Internet bandwidth
iv. Availability of functional computers
v. Availability of a dedicated ODFeL Center headed by a Director, etc.
Program Accreditation: The applied-for program must have full accreditation (expired programs will NOT be considered).
Train-the-Trainer: The team will also be involved in a Train-the-Trainer exercise for the Deans and Heads of Departments of the institution.
Documentation: The institution will receive the (DRAFT) National TVET Procedures Manual and (DRAFT) National TVET Policy and Strategy on the Open Distance and Flexible e-Learning Programme (ODFeL).
Implementation: Upon approval of the audit report, the institution shall commence the implementation of the Open Distance and Flexible e-Learning (ODFeL) Programme. If deficiencies are found, the program may be denied approval.
