DIGITALISATION OF NBTE:
INTRODUCTION OF TECHNOLOGY-ENABLED QUALITY ASSURANCE
In an effort to align with the Fourth Industrial Revolution (4IR), which is technology-driven, and the Federal Government's push towards a digitally-driven economy, the Board has developed a digital platform for communication with all institutions under our regulatory purview.
In light of this, the Board has introduced technology-driven Quality Assurance for TVET Institutions. This initiative aims to reduce the number of personnel mobilized for physical visitations to institutions nationwide, thereby alleviating the financial burden on these institutions during such exercises.
Moreover, it will promote sustainability by eliminating the need for physical submission of Self-Study Questionnaires (SSQ), which is typically submitted in bound copies.
While there will be a reduction in the number of personnel involved, the entire process has been digitized for enhanced efficiency and effectiveness. All processes previously conducted during physical visits will now be executed using technology.
To ensure a seamless transition, the Board has introduced new measures to facilitate the processes:
i. Institutions are required to update their websites/portals to include all accredited departments along with their staffing. Staff recruited for each program should have their passport-size photos uploaded, along with an abridged Curriculum Vitae indicating their educational qualifications, professional memberships, years of experience, etc.
ii. A database should be created in the library to store all final-year approved student projects in portable document format (PDF), readily available for upload during the quality assurance process.
iii. Existing practical logbooks should be scanned and saved in the database in PDF format for upload. Subsequent logbooks should be in digital format, such as the use of Google Forms. Additionally, practicals should be video recorded and uploaded to a YouTube channel for review by the NBTE Quality Assurance team and for students to enhance their understanding.
iv. Approved admission lists for both ND and HND programs should be available for upload in Excel format, including candidate details of O-Level scores and ND results where applicable.
v. Soft copies of architectural drawings of classrooms and laboratories in PDF should be available for each department.
vi. Institutions should develop a Learning Management System (LMS) for traditional students. This will complement normal classroom teaching and aid the gradual introduction of technology-enabled teaching and learning, leading to a shift towards student-centered learning. LMS is already mandatory for Distance Learning Students.
vii. Scanned copies of all relevant documents often requested during quality assurance visits should be converted to PDF format, including student result sheets, core teaching staff lists, service staff lists, lists of books, lists of available equipment, etc.
viii. There should be an e-Library that is accessible remotely, containing collections of both free and subscribed books and journals.
ix. An up-to-date master plan showing current infrastructures as well as proposed ones should be available, also in PDF format.
